Did you notice that 18+ titles specific with a french catalogue number were not published by Philips Media but instead by Hot Stage Entertainment?
Philips in France was far more strict (perhaps following legislation, I'm not sure) about being associated with 18+ content. That's why a title like Voyeur (which received a specific french edition) was published by Hot Stage instead of Philips Media.
The same counts for Strip Poker Pro, which was a french-only title. It's difficult to find any information about 'Hot Stage Entertainment'. It wouldn't surprise me if Hot Stage was just a nickname used by Philips Media just so the name Philips was not associated with the title. The titles however were distributed by the same channels and they had the exact same layout as how publisher Philips Media released all other CD-i titles.
Not all 18+ CD-i titles were however published by Hot Stage. For example, Strip Poker Live was published by Interlance Publishing, perhaps because this title was developed in Italy and Philips connects to local publishers. Another 18+ title is Vegas Girls, but this a different type of catalogue number and was released outside Philips Media (not much is known about Vegas Girls in fact!)
