CD-i games in a Video CD jewelcase; Philips did it to emphasize it was a new software version, but was that also the case with Chaos Control?

With The 7th Guest on CD-i, Philips released a major software update in 1995. Of course it was not possible in 1995 to update CD-i via internet like we do in 2021. To release a software update (to take out bugs) Philips released a full new game disc. We've posted about the issues The 7th Guest on CD-i had on newer CD-i 4xx players. The new version of The 7th Guest was released in a Video CD jewelcase, instead of a classic CD-i jewelcase like the first one, to emphasize that with this you had the new version. Over the years, it surprised me to see a couple of versions of Chaos Control in a Video CD jewelcase as well. Of course it could be that these copies were accidentally broken and people took an unknown Video CD to replace it, but... Who else owns CD-i games in a Video CD disc (and cannot determine the genuinity anymore)?
